URISA 2007 Exemplary Systems in Government Award Winners

URISA’s 2007 Exemplary Systems in Government (ESIG) Awards recognize exceptional achievements in the application of information technology that have improved the delivery and quality of government services. Almost 25 applications were received for this year’s competition. Winners will be recognized on Wednesday, August 22, during the morning plenary session at URISA’s 45th Annual Conference in Washington, DC.

SINGLE PROCESS WINNER
Single Process Systems – This category recognizes outstanding and working examples of applying information system technology to automate a specific SINGLE process or operation involving one department or sub-unit of an agency. The system application results in extended and/or improved government services that are more efficient and/or save money.

Prince William County, VA - Prince William County Parcel Maintenance Process

The Parcel Maintenance Process was developed by the Prince William County Office of Information Technology Geographic Information Systems Division to replace an existing inefficient coverage and AML based system. The new process uses leading edge GIS (ArcGIS 9) and database (Oracle 10g) technologies to improve the overall data schema and increase the data user base and potential uses. This exemplary system provides for centralized data storage, improved editing and processing tools, improved and more reliable data, and has increased productivity by over 50%.

ENTERPRISE SYSTEMS WINNERS
Enterprise Systems – This category recognizes outstanding and working examples of using information systems technology in a multi-department environment as part of an integrated process. These systems exemplify effective use of technology yielding widespread improvements in the process(es) and/or service(s) involved and/or cost savings to the organization.

REGIS Agency, GVMC, Grand Rapids, MI – REGIS: REgional Geographic Information System

This exemplary system has been in service for 10 years and provides seamless, standards-based regional data for use by a consortium of 22 local government and quasi-governmental organizations in the Grand Valley region of Western Michigan including Kent County and the city of Hudsonville. REGIS provides easy and secure access to desktop GIS and internet mapping applications, approximately 200 centralized data layers, integrated GIS and non-GIS databases, and a multilevel training program. REGIS has encouraged regional collaboration and partnerships, provided cost savings through the sharing and consolidation of services, and enhanced local and regional decision making.

PSMA Australia – LYNX

LYNX is part of a powerful technology platform that functions to improve data logistics; the automated movement of data between data custodians, data managers, and data value added resellers (VARs). The LYNX system provides a central data repository that allows access to multiple sources of data across multiple and disparate organizations for the development of fundamental national data sets. A services-oriented environment supporting the automated extraction, processing, and delivery of data automation has been enabled through a range of web services. The system also provides a foundation infrastructure on which future requirements can be built.

ESIG Distinguished Systems
A number of submissions have been recognized by the ESIG Review Committee as Distinguished Systems. Outside of the winners in each category, a number of systems deserve special recognition for the strength of their applications. These systems are recognized in a separate category.
