Open Foris: The Open Source Software Tools To Monitor, Improve State of World's Forests

Open Foris: Open Source Software Tools Launched. Press Release. FAO has launched free software tools that it hopes will improve the way many developing nations monitor the state of their forests to tackle deforestation and climate change.

The tools are designed to assist countries through the entire lifecycle of a forest inventory - from assessment, design and field data collection to analysis and reporting. The governments of Finland and Germany have supported the development of the software called Open Foris.

Global knowledge sharing platform
The Forestry Department of the United Nations Food and Agriculture Organization helps nations manage their forests in a sustainable way. Accurate information about forests is crucial for governments to manage their natural resources sustainably, but nearly 80 percent of developing countries have difficulty obtaining and using basic information about their forest resources.

At the same time, deforestation and forest degradation - largely taking place in developing countries - are among the largest sources of carbon emissions globally caused by humans.

"Many countries simply do not have a full picture of what is happening in their forests, and without that knowledge it is hard to develop effective forest policies to combat deforestation and forest degradation or to advance national climate change strategies," Eduardo Rojas-Briales, Assistant Director-General for Forestry, explained.

"We hope that Open Foris will be a game changer, as it is the first comprehensive open source tool that will not only guide the countries through the whole process of data collection and analysis but will also encourage and facilitate open knowledge sharing in an innovative way. Increased transparency will help the policy makers obtain the information they need to make informed decisions," he added.

The new FAO tools also simplify the complex process of transforming raw data such as tree measurements and satellite imagery into valuable information in the form of interactive web pages with statistics, graphs, maps and reports.

In addition, the software includes built-in tools to help countries meet international reporting requirements, for example in the context of REDD+ activities related to reducing emissions from deforestation and forest degradation and increasing the carbon stock in forests.

Piloting in more than 10 countries
Released at the 2014 International Union of Forest Research Organizations' World Congress in Salt Lake City, Open Foris tools are already being successfully tested in more than 10 countries in Africa, Asia and Latin America.

For example, earlier this year Ecuador and Tanzania completed their first national forest inventories with the help of Open Foris tools, and a number of experts from other countries, such as Argentina, Bhutan, Papua New Guinea and Uruguay have recently received training to use different components of the software.

Viet Nam carries out a national forest inventory every five years, and for the first time has been piloting Open Foris in one region after adapting the open source code to use the software in Vietnamese.

Forest rangers collect information on canopy cover and the number, size, species and quality of trees as well as the use of forest resources by local populations before entering the data into Open Foris software back at the office.

"It enables us to calculate variables and changes to the forest and tree resources within a certain period, as well as changes to other environmental values of the forests such as carbon pools, biodiversity and non-timber forest products," said Ho Manh Tuong of Viet Nam'sForest Inventory and Planning Institute. "Through the program, the complete national forest stock can be assessed."

The inventory will soon become even more efficient when rangers start using an Open Foris tool that enables them to enter data directly with their smartphones or tablets, eliminating the need to input information collected on paper forms.

Nepal's National Geospatial Portal Launched

Nepal's National Geospatial Portal was launched during the Bhutan GIS Expo in Thimphu on Monday. The National Geospatial Portal will serve as a gateway for users across Bhutan to discover, access, and share geospatial data and information.

The event was jointly organized by the National Land Commission (NLC) of Bhutan and the International Centre for Integrated Mountain Development (ICIMOD). The portal was launched to commemorate the third wedding anniversary of Bhutan's King and Queen.

With the portal, users will be able to access data related to Bhutan in one place. The portal takes Bhutan a step closer to fulfilling its vision of building a coordinated national spatial data infrastructure.

GIS App: ArcGIS Explorer For Smartphone and Tablet

Esri released recently Explorer for ArcGIS, the GIS app for everyone to access and share maps on their smartphone and tablet. This app is characterized by being “for everyone”, with its modern, easy-to-use interface that allows non-GIS professionals to use it right away. Right now the release is available on iOS but an Android version will be available in the future.

Explorer for ArcGIS may require some familiarity with Esri GIS tools. For example, users can access any of their organization’s maps authored in ArcGIS Online or Portal for ArcGIS. These users are able to search for information about their assets, find out where their assets are in relation to their current location, and share that information easily with whomever they want to know the information. Maps can be shared several ways including text message, email and AirDrop and other methods.

Maps can be redlined in Explorer with the app’s sketching tool. There is also an interactive presentation feature in Explorer for ArcGIS that makes it possible for users to brief stakeholders by using map slides which contain a title, visible layers in sets, and an extent. During a presentation, users can interact with a live map and also view pop-up windows and sketch.

Download Free Hydrologic Data From NHDPlus Web Site

Those of you who may have not known about NHDPlus website, you should check it out. It offers a geo-spatial, hydrologic framework dataset envisioned by the US Environmental Protection Agency. You can download the datasets for free!

The EPA Office of Water, assisted by the US Geological Survey, has supported the development of NHDPlus to enhance the EPA Watershed Assessment, Tracking & Environmental Results (WATERS) activities and the USGS National Water Quality Assessment (NAWQA) Program's SPARROW modeling. Since its first release in 2006, NHDPlus has been made available by EPA to the wider water resources community and has been used for many diverse applications inside and outside of EPA and USGS.

Free LiDAR Data From Missouri Spatial Data Information Service (MSDIS)

The Missouri Spatial Data Information Service (MSDIS) is providing free LiDAR data products!

Background
The Missouri Spatial Data Information Service (MSDIS) is the State of Missouri’s designated National Spatial Data Inventory (NSDI) clearinghouse node. In order to better serve Missouri’s geospatial data users, MSDIS is encouraging node partnerships with other interested distributers of geospatial data in the state. These associations will expand existing partnerships and encourage future collaborations with these partners. MSDIS is also looking to encourage other state academic institutions to partner to expand and leverage MSDIS’s relational network for further research, service and educational opportunities.

Through these efforts MSDIS hopes to build stronger affiliations and further relationships with many groups and entities wherein we can achieve more regionalized data inventory, integration, and warehousing for Missouri. This will also help to achieve further continuity of operations for the MSDIS.

In discussions dating to early 2008, Washington University in St. Louis, expressed an interest in working with MSDIS to further the geospatial goals of Missouri. MSDIS has identified an opportunity in the form of a significant increase in LiDAR (Light Detecting and Ranging) data being collected in the state. Almost 20% of the state has been collected – representing a total repository of approximately 1TB of data – with rapid growth in these acquisitions occurring in the near future.

LiDAR data products such as derived Digital Elevation Models are in increasing demand across Missouri. Washington University has performed a similar role in their support of NASA projects and associated terrain and image data warehousing. Washington University has the requisite personnel, expertise, data storage space, and server technologies to serve this data to the geospatial community. Under the auspices of MSDIS – and as its first State Clearinghouse Partnership Node, Washington University will act as a central repository for all of the State’s LiDAR raw and derived data products. They will serve the data as received – and provide associated links for inclusion within the MSDIS clearinghouse.

New U.S. Census Bureau International Population Data and Maps

The Census Bureau has added to and updated the online collection of subnational population data linked to maps (shapefiles) that are available at the Spatial Data Repository. The Repository contains a variety of data and maps primarily for countries that receive assistance via the President's Emergency Plan for AIDS Relief (PEPFAR).

To access the maps, start at the web page above and:

1. Click on Data in the ribbon below the title
2. Under the Select Countries tab at the left, click on Single Country
3. Choose a country in the dropdown menu immediately below the Single Country tab to see available data sets. Census Bureau population data and maps are available for the countries listed below.

- Africa: Botswana, Ethiopia, Ghana, Kenya, Lesotho, Malawi, Mozambique, Namibia, Nigeria, Rwanda, South Africa, Tanzania, Zambia, Zimbabwe
- Americas: Dominican Republic, Guyana, Haiti

In the near future, the Census Bureau will release a seamless global map containing population estimates for tens of thousands of subnational administrative areas globally.

The National Map and National Atlas To Merge

This year, National Atlas of the United States and The National Map will transition into a combined single source for geospatial and cartographic information. This transformation is projected to streamline access to maps, data and information from the USGS National Geospatial Program ( NGP). This action will prioritize our civilian mapping role and consolidate core investments while maintaining top-quality customer service.

The USGS will continue its long history of providing topographic maps, geospatial data and other geographic information by offering a range of scales and layers of geospatial information on The National Map Viewer and through US Topo maps. As a result of the conversion to an integrated single source for geospatial and cartographic information, nationalatlas.gov will be removed from service on September 30, 2014.

"We recognize how important it is for citizens to have access to the cartographic and geographic information of our nation. We are committed to providing that access through nationalmap.gov", said Mark DeMulder, NGP Director.

"We value the National Atlas customers and stakeholders and want to make this transition as easy as possible," explained Jay Donnelly, the National Atlas Program Manager. "We will post updates to The National Map and National Atlas Websites as this transition unfolds, including information on the future availability of the products and services currently delivered by nationalatlas.gov."

Petroleum Data Assistant for ArcGIS Desktop Released

Exprodat, the petroleum GIS services, software and training specialist has released Data Assistant, the latest addition to its Team-GIS suite of oil and gas software.

In any situation it is vital that all data is easily available and simple to use to ensure that the best possible decisions are made. This is especially true in oil and gas exploration, where the capital expenditure involved can be enormous.

Team-GIS Data Assistant provides exploration and production professionals with the tools they need to transfer data between commonly used oil and gas data formats and ArcGIS. Supported input formats include; Petrel, KINGDOM, SeisWorks, OpenWorks, Geographix, CPS3, IESX and UKOOA P1/90.

Once all of this data is transferred to the Esri environment, users are able to employ the powerful visualisation and spatial analysis capabilities that ArcGIS provides. Further, data can then be extracted from ArcGIS for further interpretation in dedicated sub-surface systems.

Global Forest Change Map Published Online (VIDEO)

A University of Maryland-led, multi-organizational team has created the first high-resolution global map of forest extent, loss and gain. This free resource greatly improves the ability to understand human and naturally-induced forest changes and the local to global implications of these changes on environmental, economic and other natural and societal systems, members of the team say.

In a new study, the team of 15 university, Google and government researchers reports a global loss of 2.3 million square kilometers (888,000 square miles) of forest between 2000 and 2012 and a gain of 800,000 square kilometers (309,000 square miles) of new forest.

Their study, published online on November 14 in the journal Science, documents the new database, including a number of key findings on global forest change. For example, the tropics were the only climate domain to exhibit a trend, with forest loss increasing by 2,101 square kilometers (811 square miles) per year. Brazil's well-documented reduction in deforestation during the last decade was more than offset by increasing forest loss in Indonesia, Malaysia, Paraguay, Bolivia, Zambia, Angola and elsewhere.

"This is the first map of forest change that is globally consistent and locally relevant," says University of Maryland Professor of Geographical Sciences Matthew Hansen, team leader and corresponding author on the Science paper.

"Losses or gains in forest cover shape many important aspects of an ecosystem, including climate regulation, carbon storage, biodiversity and water supplies, but until now there has not been a way to get detailed, accurate, satellite-based and readily available data on forest cover change from local to global scales," Hansen says.

NZ ranked 4th in Global Open Data

New Zealand has been ranked 4th in the 2013 Global Open Data Barometer, released in London by the World Wide Web Foundation and Open Data Institute.

“This is a real coup for New Zealand. The Barometer is the first survey of global trends which ranks 77 countries on how they release their public data and the benefits those initiatives have for citizens and the economy,” says Mr English.

“This is proof we are lifting the performance of the public sector through transparency and shared information. New Zealand was commended for its Declaration on Open and Transparent Government, its release of open data, in particular, maps, land ownership and census data and for regular reporting to Ministers.”

“The open government data work aligns with the Government’s better public service targets that New Zealand businesses have a one-stop online shop for all government support and can complete their transactions with the Government easily in a digital environment,” says Mr Tremain.

“The Government Chief Information Officer (GCIO) is leading this work through the ICT Strategy and Action Plan which was launched in June last year.”

Land Information New Zealand (LINZ) is a lead agency in terms of making public data available for reuse, innovation and enterprise.

“A great example of this is the internationally-acclaimed LINZ Data Service (LDS), which has set the benchmark for the release of public data and is a testament to the value of the Government’s open data programme and geospatial strategy,” says Mr Williamson.

“The Government is committed to meeting the changing needs of New Zealanders through digital technologies. However this does not mean all data is open and freely available. The key focus will remain on maintaining privacy and security for restricted information.”

Rapid Response Mobile Mapping Interface Released

GeoDecisions, an information technology company specializing in geospatial solutions, has unveiled a new mobile mapping interface within its Rapid Response System. A high-powered alert notification system, Rapid Response includes web mapping capabilities that enable users to save alert areas directly from a high-resolution map.

 “The new Rapid Response mobile mapping module reinforces our anywhere/anytime philosophy,” said Jonathan Greiner, project manager with GeoDecisions. “It provides the full functionality of our existing web mapping interface on virtually any smartphone or mobile device.”

Mobile mapping provides access to high-resolution aerial imagery and street maps combined with Rapid Response property point locations. Users can define affected areas in an emergency with precise buffer and polygon drawing tools and send more than 120,000 phone, email, or text message alerts during internet or power outages.  

The new module can also zoom to a current location or specified address, filter map results, save and open drawings, and change base maps (aerial or street view). Mobile mapping property information includes resident or owner names, addresses, and phone numbers.

Rapid Response advanced mobile mapping functionality integrates existing GIS data layers that can be accessed in real-time from Esri ArcGIS Server or ArcGIS Online (AGOL) technology. End users also have the ability to define feature attributes displayed for each layer.

Rapid Response System’s mobile mapping interface is the latest enhancement to a proven emergency response tool. In 2012, Rapid Response was recognized with an Honor Award from the American Council of Engineering Companies of Pennsylvania (ACEC/PA).

More Free GIS Datasets From Australia Released

The Victorian Coalition Government has announced today that is has achieved another milestone as part of its Information and Communication Technology (ICT) Strategy by making more than 1,000 datasets available to the public online at www.data.vic.gov.au.

Speaking at the ninth annual Victorian Spatial Excellence Awards, Minister for Technology, Gordon Rich-Phillips said more than 1,000 datasets are now available including around 550 spatial datasets.

Also known as geospatial data, these datasets identify the geographic location of the features and boundaries of Victoria, Australia; both natural or constructed.

Mr Rich-Phillips said government invests in and commissions significant spatial data that identifies flood plains, water catchment areas, local government areas, addresses, coastal areas, airports and state boundaries.

“This first stage of spatial data release includes local government, electoral, urban growth and planning scheme boundaries, rail network, relief contour data and parks and conservation areas,” Mr Rich-Phillips said.

Mr Rich-Phillips said Coalition Government’s ICT Strategy was committed to ensuring that all Victorians have access to up-to-date, high-quality, reusable data and information that is relevant to our state – as spelt out in our DataVic Access policy.

“Providing more open access to government data will help drive innovation, create new business opportunities and also enable the development of new technologies, new products and new services,” Mr Rich-Phillips said.

“Releasing spatial data – alongside transport and traffic data – has proved highly popular in many jurisdictions around the world and I will continue to advocate strongly for the release of government data and the full implementation of the DataVic Access policy.”

LP360 LIDAR Extension For ArcGIS Released

GeoCue is pleased to announce the latest experimental release (EXP Release) of LP360.  LP360 is the world’s most powerful and popular LIDAR extension for the ArcGIS environment.  The current EXP release (version 2013.2.24.0) includes numerous new features aimed at different LIDAR exploitation workflows.  These new features are available in all three versions of LP360; LP360 for ArcGIS; LP360 for Windows, 32 bit; and LP360 for Windows, 64 bit.

For all workflows:

    - Full support for LAS version 1.4
    - New LAS file load dialog, providing tabular views of LAS file header information and basic integrity testing.  Table can be copied and pasted to Excel.  Supports Drag and Drop file addition from Windows Explorer.
    - Filter by Scan Angle (for both old style 1 byte and new LAS 1.4 2 byte scan angle)
    - “Insert into Map” option added for products generated by the Export Wizard
    - LP360 has been internationalized
    - Japanese language version (alpha)
    - Numerous bug fixes and performance enhancements

For Point Cloud Quality Check (QC) workflows:

    - Dynamic delta elevation (dZ)visualization for assessing swath to swath relative vertical accuracy
    - Dynamic point density viewing mode for graphically inspecting LIDAR point density
    - Image creation and export for both dZ and density images (via the Export Wizard) to allow synoptic, graphical quality reports
    - Automatic loading of symbology for “View by Point Source ID”

GeoCue worked closely with Dr. Al Karlin, Senior GIS Scientist at the Southwest Florida Water Management District on the quality check improvements in this release of LP360.  “The vertical error between swaths is a critically important metric when considering hydrology in flat terrains,” said Dr. Karlin.  “LP360’s tools to perform this analysis very quickly over large projects will allow us to immediately assess the relative vertical accuracy of data we receive from our vendors.  This new capability really complements the already extensive QC workflows that can be achieved in LP360.”

For advanced exploitation and analysis, including point clouds from dense image matching such as micro-Unmanned Aerial Vehicles:

    - Volumetric computation with Cut & Fill map added as a new Point Cloud Task (beta)
    - Conflation is now available as a Point Cloud Task and includes direct 3D digitizing of points, lines and polygons with a wide variety of Z conflation algorithms (beta)

The LP360 Experimental release program allows customers early access to “in-progress” features and improvements.  Customers with valid maintenance contracts can download this new EXP release via the LP360 “Check for Updates” feature.

VisionMap Flight Viewer Software Released

VisionMap Ltd., leading provider of aerial survey and mapping systems, has released Flight Viewer software, one-of-a-kind software that enables immediate viewing and analysis of imagery acquired by VisionMap's cameras.

Flight Viewer instantly creates a mosaic of all acquired data, and selected frames can be viewed in full resolution just minutes after the capture.

With Flight Viewer, the A3 camera operator can view collected imagery immediately after flight, to ensure that any issues in the data are discovered while the aircraft and aviation team are still in the capture area. Areas that require re-flight are immediately identified through analysis of overlaps, clouds, haze and more. The software runs on most laptops, eliminating the need for any processing hardware.

The software enables simple collaboration, as a small preview file of the flight can be exported for share with the project team. Vector files of the flight planning, and results of the flight analysis can be exported as well.

Free Software To Open and View Shapefiles + Database

I was looking for free software to open and view my ArcView shapefiles as well as to access the associated database. I found a few free tools. Leave some comments if you know some more.

1. Map Window - The MapWindow GIS project includes a free and open source desktop geographic information system (GIS) with an extensible plugin architecture; a GIS ActiveX control; and C# GIS programmer library called DotSpatial. Visit: Map Window.

Homelessness Analytics Web Mapping Application Launched

The University of Pennsylvania School of Social Policy and Practice (SP2) and Azavea, an award winning geospatial analysis software company, announce the launch of the Homelessness Analytics web application. The new online database gives communities, organizations and individual's critical information on trends in homelessness among the general population and the Veterans, including factors related to homelessness and support services aimed at the homeless population.

According to the National Alliance to End Homelessness, there are more than 633,000 people experiencing homelessness on any given night in the United States. The Homelessness Analytics application, developed in collaboration with the National Center on Homelessness Among Veterans (NCHAV) in the U.S. Department of Veterans Affairs (VA) and the U.S. Department of Housing and Urban Development (HUD), with software built by Azavea, aims to enable the general public, researchers and homelessness program planners to fight homelessness by:

1. Understanding the demand for homeless services across time and place nationwide.

2. Identifying gaps between resources and need at a local level.

3. Visualizing the location of community and provider programs alongside data related to capacity, utilization and performance over time.

The application provides a feature-rich interface that offers easy access to data on the size of the homeless population and sub-populations as well socio-economic indicators that are related to homelessness gathered from dozens of data sources such as the American Community Survey, the Centers for Disease Control's Behavioral Risk Factor Surveillance System, the Department of Veterans Affairs Homelessness Program Data, the U.S Department of Housing and Urban Development's Fair Market Rents, the National Survey on Drug Use and Health, the U.S Department of Agriculture's Food and Nutrition Service Program. Users can manipulate these data by exploring maps, creating customized tables, and generating charts. They can download brief formatted reports that provide snapshots of homelessness, resources to address homelessness, and related socio-economic indicators for states and local communities. Data can also be funneled to spreadsheets or databases to conduct independent analyses.

Dennis Culhane, Professor of Social Policy at SP2 and NCHAV Director of Research, commented, "The Homelessness Analytics application provides an innovative new way to examine the problem of homelessness and is a terrific example of what can be achieved through collaborative efforts between academic and government partners. We are very excited about its potential to provide a range of stakeholders with actionable information that can be used to advance local, state and national efforts to prevent and end homelessness."

The Homelessness Analytics application not only provides access to data but also modeling and forecasting features that enable users to simulate expected changes in homelessness given changes in an underlying community level indicator. For instance, a user can model the relationship between median rent levels and rates of homelessness to better understand how changes in housing market conditions might impact homelessness.

"The Homelessness Analytics project is a great example of how the application of geospatial analysis can be used to not only describe a set of social conditions but also model, simulate and forecast the impact of policy decisions. More Free Aerial Images From Land Information New Zealand (LINZ) Released

Now, 85% of New Zealand’s most current publicly held aerial imagery data has been opened up for public reuse. Land Information Minister Maurice Williamson today.

Aerial imagery is a key piece of location-based information, and opening access to such information is central to the goals of the New Zealand Geospatial Strategy.

It’s captured from satellites, airborne sensors and cameras. Aerial imagery provides an accurate photographic representation of the earth’s surface and the features on it, at a snap shot in time. It can be used to visualise landscape, or to understand how an area has evolved over time.

USGS Needs Help, Seeks Volunteers For The National Map Corps

The USGS is expanding its crowd-sourcing of geographic data and is seeking more volunteers to contribute structures information to 16 more states.

The mapping crowd-sourcing program, known as The National Map Corps (TNMCorps), encourages citizens to collect structures data by adding new features and/or correcting existing data within The National Map database. Structures being mapped in the project include schools, hospitals, post offices, police stations and other important public buildings.

The 16 recently added states needing help with structures are: Alabama, Arizona, California, Connecticut, Florida, Illinois, Louisiana, Massachusetts, Mississippi, Nebraska, Nevada, New Hampshire, Rhode Island, South Dakota, Vermont, and Wyoming, bringing the total number of states available for updating to 35.  The final release of states by the end of the year will open up the entire country for volunteer structures enhancement.

Preliminary results of the effort have been very promising. As part of the project pilot, The National Map Corps had 143 volunteers who improved data for more than 6,400 structures in Colorado. The quality of the volunteer data collected met the USGS standards for position, attribution, and completeness.

The release of 19 states last April resulted in an increase of 154 new citizen geographers who have contributed their skills and local knowledge to The National Map.

"We are excited to open the next series states of our volunteer data project" said Elizabeth McCartney, the Volunteer Geographic Information Project Leader. "The response from the original set of states has been encouraging and we hope to have volunteer participation across the entire nation by the end of the year".

The tools on TNMCorps website explain how a volunteer can edit any area, regardless of their familiarity with the selected structures.

The citizen geographers/cartographers who participate in this program will make a significant addition to the USGS's ability to provide accurate information to the public. Data collected by volunteers become part of The National Map structures dataset which is available to users free of charge.

To show appreciation of our volunteer's efforts, The National Map Corps has instituted a recognition program that awards "virtual" badges" to volunteers. The badges consists of a series of antique surveying instruments ranging from a surveyor's chain (25 – 50 points) to the yet to be achieved theodolite (2000+ points). Additionally, volunteers are publically acclaimed.

In a recent development, the 4-H National Headquarters has announced that this year's 4-H National Youth Science Day planned for October 9, 2013 will feature geographic technology projects that are part of The National Map Corps data collection efforts.

Black Forest Fire Maps and Datasets: Interactive Tool

Black Forest Fire Maps! GISi has launched a detailed public information map tool, powered by Esri and created and maintained by GISi developer Joe Pfeffer, to help aid in disaster assistance for the Black Forest Fire that has spread in parts of central Colorado. In addition to zoom and pan capabilities, the interactive map provides location-based information on the following:

    Disaster assistance centers
    Public evacuation shelters
    Food donation sites
    Distribution centers
    RVs/campers sites
    Food assistance sites
    Mail pickup areas
    Reduced rate lodging
    Small animal shelters
    Large/exotic animal shelters (and indicates whether it’s open or full)
    Structure status – whether homes are partially damaged or destroyed
    Evacuation areas – mandatory, voluntary, and pre-evacuation
    Current wind speeds
    Current fire perimeters
